The Hepburn Planning Scheme sets out Council's objectives for the Shire with regard to land use and development. The zones and overlays within the Hepburn Planning Scheme specify when a planning permit is required for a certain use or development. A copy of the planning scheme is available online from the Department of Planning and Community Development.
