Budget 2017-18 Ideas – Have Your Say

Early in 2017, Council will be working with the community to develop our four year Council Plan 2017-2021 and Budget for 2017-2018… and we want to hear from you as we develop these important plans to set our direction.

As a first step, this year we are introducing a new opportunity to submit budget ideas early in the process. We are inviting budget ideas for our next budget now until Monday 23 January 2017.  Although we are unable to commit to funding all ideas, we want to hear what the community needs.  This will help inform both the budget and Council Plan priorities for the next four years.

There will be further opportunities to have your say.  We will respond to all ideas submitted and work with you over the next few months.

Australia Day 2017

Hepburn Shire residents and visitors are invited to join the Australia Day celebrations.

Australia Day Eve – Wednesday 25 January 2017

Daylesford Town Hall, 7:00pm

A civic event will take place on Australia Day Eve. This includes a Citizenship Ceremony and Hepburn Shire Council’s Australia Day Awards.

Australia Day – Thursday 26 January 2017


5:45am- Sunrise walk to Mount Beckworth, flag raising ceremony followed by breakfast. Meet at the dam.

5:30pm- Collins Place. Flag lowering ceremony. Community BBQ with entertainment by “The Insyders” and “SpamMail3370”


8:00am- Park Lake Reserve. Official Ceremony. Breakfast will be served. BYO Plates, Cups, Cutlery and Chairs.


5:30pm- Glenlyon Recreation Reserve, Dysart Street. Flag lowering ceremony. Entertainment with free BBQ.


11:30am- Rotunda corner Cosmo and High Street. Flag raising ceremony. Free sausage sizzle organised by Trentham Lions Club Inc.

Please note: In the case of a Total Fire Ban, some events may be cancelled.

Customer Service Centre Closures

Council Offices, Depots, Hubs and Libraries will be closed from 3:00pm on Friday 23 December 2016 and will re-open on Tuesday 3 January 2017.

A reduced number of staff will continue to operate during the closure period to ensure that essential services continue. Staff involved in Emergency Management will undertake their roles and responsibilities in accordance with the Emergency Management procedures.

On declared Code Red days, Hepburn Shire Council Emergency Management staff will be stationed in the Municipal Emergency Coordination Centre (MECC) in readiness for any incidents.

Transfer stations will be closed Christmas Day and other times as per normal.

Aged & Disability Services
Council’s Aged & Disability Services staff will continue to provide essential services such as Personal Care over the Christmas and New Year period. Further information will be sent to clients prior to the end of year closure.

Visitor Information Centres
Clunes will be open as per normal except for the period Christmas day to the 31st of December (subject to volunteer availability), Creswick will be open every day except Christmas Day 10am-5pm.
Daylesford will be open every day except Christmas Day 9am-5pm.
Trentham will be open Sat & Sun as per normal hours (subject to volunteer availability), closed Christmas Day & New Years Day.

Swimming Pools will be closed Christmas Day and open as per normal other days.

Fire Danger Period Declared

Hepburn Shire Fire Danger Period Declared from 12 December 2016 to 1 May 2017. Once the Fire Danger Period has been declared, fire restrictions come into force.

This means you cannot light a fire in the open air unless you have a permit or comply with certain requirements.

Flood Recovery Updates

With our rivers and catchments already saturated, further heavy rain may result in further flash flooding in the shire and across the State. Damage from the recent flooding is extensive.  Council has invested significant time and effort to ensure drains are clear and working effectively in case of further rain events. We continue to have maintenance teams on call and available in case of further flooding and are closely monitoring weather forecasts and warnings from the Bureau of Meteorology to ensure we are as prepared as we can be.

Call For Nominations – Mineral Springs Reserves Advisory Committee

The Mineral Springs Reserves Advisory Committee (MSRAC) will provide advice to assist Council to plan, prioritise and implement maintenance works and major projects across all Mineral Springs Reserves located in the Shire in accordance with the Terms of Reference and within given parameters and funding opportunities.

Council invites community members and key stakeholders who have an interest in the Mineral Springs Reserves and who are interested in becoming a community representative on this Committee to submit a membership nomination to Council.

Open and transparent communication is what we strive to provide the community and we want to get it right.

Given the ways to communicate are always evolving, take a moment to tell us below what mediums and channels work best for you.

This is important, because in 2017, Council will be embarking on a community-wide campaign to gather your ideas and priorities to help us write the next four-year Council Plan. We don’t want to leave anyone behind, so tell us how you would like to be kept informed about this.

Creswick Pool Scoping Project

Is there a need for a pool in Creswick? We want to hear from you.

There are a range of views and opinions about the need for a swimming pool in Creswick. Where it could be? What it could look like? Who the partners are? How much we pay?

As part of the Recreation & Open Space Strategy, Council has committed to consulting with the community on a Creswick pool scoping project.

Local members of the community are invited to discuss their ideas about a potential pool project in Creswick.

Paddock To Plate Training Initiative

Council will be promoting those businesses in our Shire that offer training experiences as part of their business.

Does your business provide experience and training in Growing, Harvesting, or Cooking of food, or anything else to do with produce?

We would like to hear from you.

Working in conjunction with Daylesford & Macedon Ranges Tourism, we will be promoting these businesses in the upcoming Visitor Guide that is distributed to 80,000 people.

There will also be a dedicated webpage on the Hepburn Shire Council website.

And if you aren’t excited enough… it’s free !

Project Goal

The initiative aims to increase participation in these programs and attract more operators to enter the business segment – further developing Hepburn Shire’s reputation as an experience based destination.

Victoria Park Community Pavilion Association – Nominations Open for Executive Members

The Victoria Park Community Pavilion Association is being established to manage the Victoria Park Community Pavilion in Daylesford.

Nominations are now open for the appointment of community members to serve on the Executive Committee.

Council will enter into a lease with the Association, which will be responsible for management of the facility.

Community members of the Committee should have a connection with Daylesford and expertise in one or more of the following:

  • Financial management and budgeting;
  • Facility management;
  • Fundraising and sponsorship;
  • Marketing and promotion;
  • Governance

Interested community members can obtain a Nomination Form and the proposed Rules of Incorporation below.

Victoria Park – Model Rules for an Incorporated Association

New Faces on Hepburn Shire Council

Hepburn Shire Council has two new Councillors joining the team with the election of Fiona Robson in Birch Ward and John Cottrell in Holcombe Ward.

CEO Aaron van Egmond said that he was looking forward to working with the new Council to deliver Council Plan commitments over the next four years.

“I would like to congratulate the re-elected Councillors, and acknowledge out-going Councillor Bill McClenaghan and retired Councillor Pierre Niclas for their input and dedication over the last four years,” said Mr van Egmond.

The election of the new Mayor will take place at 6pm on Tuesday 8 November at the Doug Lindsay Recreation Reserve in Creswick.

“This Council term will see the delivery of some major projects around the shire.  In the new year we will be working with Councillors to set our strategic direction for the next four years in the Council Plan 2017-21.  The Council Plan will guide our priorities and ensure that our communities receive the best possible services in meeting their needs,” said Mr van Egmond.
