Council have decided to postpone the Ordinary Council Meeting scheduled for 21 April 2020 in order to continue to follow the Federal and Victorian Government’s COVID-19 advice and to continue to protect the health and well-being of community members, Councillors and staff.

The Local Government Act requires Council to meet ‘in person’ in its decision making capacity and allow where prescribed the Hepburn Shire community to participate in it’s Ordinary Council meetings. In light of the recent restrictions imposed by the Victorian Government, Council believes that meeting in person and inviting the community to attend would not be in the best interest of the health and well-being of our community, Councillors and staff.

All items that were scheduled to be presented at the April 2020 Ordinary Council meeting will be rescheduled to a future meeting so that the business of Council can continue and services can be delivered to our community.

Many Council’s in Victoria are advocating to the State Government to make some temporary changes to meeting procedures to allow councils to make decisions for their respective communities using technology.

Items that were scheduled for Council’s consideration at the April 2020 Ordinary Council Meeting

At the April 2020 meeting, Council was due to consider the draft Annual Budget for 2020-2021. Recent advice from the Minister for Local Government, Adem Somyurek, is that the deadline for the 2020 – 2021 Council Budget has extended to 31 August 2020 and 30 November 2020 for Annual Reports.  Council was previously required to adopt its budget by 30 June and to submit an annual report by 30 September each year.

The draft Annual Budget 2020-2021 will be presented to a future scheduled ordinary Council Meeting to satisfy these prescribed time-frames and Council will still give public notice and hear public submissions before adopting its Budget or submitting its Annual Report, following the prescribed process as set out in the Local Government Act.
