Council Meeting Outcomes – 19 May 2020

Following are the outcomes of the Ordinary Council Meeting (Virtual) on 19 May 2020.


  • Confirmed the meeting minutes from 17 March 2020 Ordinary Council Meeting
  • Noted the Mayor and Councillor Reports
  • Acknowledged the passing of former Hepburn Shire Council Mayor and Councillor Mr Michael Cheshire
  • Endorsed Council to apply to the Minister for Planning to obtain authorisation to prepare Amendment C82hepb which proposes permeant heritage controls in the Hepburn Planning Scheme for the Old Hepburn Hotel at 236 Main Road Hepburn Shire Council
  • Endorsed Chief Executive Officer’s Report for April and May 2020.
  • Endorsed 2019/2020 Quarter 3 performance appraisal of the Chief Executive Officer.
  • Endorsed the report on customer requests update on customer requests for April 2020.
  • Endorsed the development and community safety report detailing the activities of the Building, Environmental Health, Community Safety, and the Planning Units of Council
  • Approved Council’s Financial Report from 1 July 2019 to 31 March 2020
  • Endorsed the Draft 2020/21 Annual Budget and it’s public exhibition with formal public notice commencing 20 May 2020 and to conclude on 25 June 2020. Council also approved for the Special Council Meeting of Council to be held on 7 July 2020 to hear public submissions, with the final budget to be presented to council or consideration for adoption on 21 July 2020.
  • Endorsed the Annual Plan 2019/2020 (Quarter 3) Progress Report and noted that no adjustment to the Council Plan 2017-2020 is required
  • Awarded funding to the following from the COVID-19 Community Support Grants Program:
    • $2,500 to the Clunes Neighbourhood House
    • $2,500 to the Trentham Neighbourhood House
    • $2,500 to the Good Grub Club
  • Approved to declare a  Special Charge for the Solar Savers Scheme, allowing the charges to be applied and the solar PV installations to commence
  • Approved the allocation of funding of $12,500 (exc GST) to Hepburn Recreation Reserve for a solar photovoltaics and battery system and $10,747 (excl GST) to Daylesford Community Childcare Centre for 2 reverse cycle air conditions and removal of old heaters to come from the Towards Zero Community Grant funding.
  • Approved and noted the report and variance to the program of the Hepburn at The Rex: Project Update Report May 2020
  • Adopted the Calling of a Special Council Meeting Policy
  • Approved and confirmed the awarding of Contract HEPBU.RFT2019.179 Reconstruction of Back Glenlyon Road, Coomoora to Avard Civil Pty Ltd with an adjusted contract value of $478,801.60 ex GST which is a correction of $43,527.42 in the original Council resolution.
  • Approved a variation to Contract HEPBU.RFT2019.179 Reconstruction of Back Glenlyon Road, Coomoora of $61,000 ex GST for works at the intersection of Woolnoughs Road and Back Glenlyon Road
  • Endorsed the report to Council detailing the rationale for the postponement of the April 2020 Council Meeting
  • Approved the Assemblies of Councillors records as tabled in the agenda.
  • Endorsed the minutes of the Special Committees of Council (s68 Committees) as tabled in the agenda.
  • Endorsed the recommendations to Council  from the Audit and Risk Advisory Committee meeting that was held on 24 February 2020
  • Endorsed and noted meting minutes of advisory committees of council
  • Approved the granting of a two (2) year lease with an option to renew for one (1) further term of two (2) years to Wintringham to occupy the first floor at 68 Albert Street, Creswick in accordance with the Retail Lease to be prepared by council solicitors.
