The Hepburn Shire Council organisation is led by a CEO who operates under the guidance of the elected Council. Council delivers its services to the community through three departments, each of which is led by a Director.

Bradley joined Council in January 2019, having previously held the position of Executive Manager Business Performance with the Mount Alexander Shire Council. Bradley has extensive knowledge of local government finance, information technology and corporate reporting. Bradley is a qualified Chartered Accountant, holds an MBA and is passionate about ensuring a high functioning organisation that delivers quality services to the community.

Bruce joined Council in February 2012, having previously held the position of Manager Infrastructure with the Mount Alexander Shire Council, where he worked for 15 years. Bruce has extensive knowledge of local government engineering, asset management, emergency management, as well as effective management of operational and capital programs.
As Director Infrastructure & Delivery, Bruce is responsible for Operations (including Works, Parks & Open Spaces and Engineering), Major Projects, Waste, Facilities and Community Safety, and Emergency Management.

Andrew commenced with Hepburn Shire as Manager Community Partnerships and Economic Development in February 2019 having previously held senior roles within Federal and State Government. Andrew is passionate about building strong communities and understands the importance of building relationships with government partners, Council and our community to achieve long term social, environmental and economic outcomes for individuals, families and communities who live, work and visit Hepburn Shire.
As Director Organisational Services, Andrew is responsible for Grants, Finance, ICT, Customer Service and People and Governance (including Information Management, procurement, Insurance and Risk).

Leigh joined Council in September 2021, having held a range of leadership positions in rural, regional and metropolitan councils. Leigh holds a Master of Business Administration, underpinned by qualifications in HR and additional study in social planning & community development, and leadership. This is combined with extensive and diverse experience managing multidisciplinary teams across the operational areas of youth services, early years, community and recreation, emergency management, community inclusion, social and community infrastructure planning, and community development.
As Director Community an Development, Leigh is responsible for Economic Development and Recreation, Sustainability, Planning & Building, and Community Life (including Community Care, Early Years and Wellbeing and Community Partnerships).
