Apply for a planning permit

Council officers wish to apologise for any inconvenience associated with delays in issuing permits. Please note we are currently experiencing significant delays in delivering planning decisions and investigating planning complaints from our community.

The delays are due to an increase in applications, staff shortages due to Covid and the limited number of planners across the state to recruit. These pressures are not just occurring in Hepburn Shire Council, this is felt right across both the public and private sectors.

We appreciate your patience and understanding as we work through these challenges.

Please check if your application can be processed as a
VicSmart Planning Permit Application. If so, please visit Apply for a VicSmart planning application.

Otherwise follow the steps below.

Step 1. Prepare your application

All applications must include:

  • A copy of title (not more than 100 days old) including the register search statement, title plan and any encumbrances.
  • A copy of all plans including site plan, elevations and floor plan. Plans must show existing and new buildings, floor levels, site levels, earthworks and tree removal. Applications that include the use of land must include a description of the business (eg opening hours, number of staff). Plans must be at a scale of 1:100 or 1:200
  • Any relevant reports such as Bush Fire Management Plans, Cultural Heritage Management Plans etc.

Step 4. Pay the application fee

You will receive an email with an invoice and instructions on how to pay.

The fee schedule which can be found below will provide you with an idea of the associated costs which you may incur, however one of the team members from the planning department will confirm the costs before processing your request.

Step 5. Application lodged

Once your fee is paid, the application will be allocated to a planner for assessment. You can find more detail on the planning processes and how to track your application on each page respectively.

Step 6. Application received

Your application will be reviewed to make sure it contains all the information required. If it doesn't, we will send you an email advising what additional information must be provided to our planning team before they can proceed with your application.
