Council to renovate Glenlyon Recreation Reserve Pavilion

At its meeting last night, Council resolved to vary the scope of the Glenlyon Recreation Reserve Pavilion Redevelopment Project to a renovation and renewal of the existing pavilion, in place of the previously proposed construction of a new pavilion.

This revised approach follows detailed work by a Project Advisory Group (PAG), which was established after the Ordinary Council Meeting on 16 September 2024. The PAG, comprising representatives from user groups and the broader Glenlyon community, met on four occasions between April and June 2025 to assess the options for future community facilities at the Reserve.

Mayor, Cr Don Henderson, formally acknowledged the extensive work done by the PAG.

“The PAG did a significant amount of work exploring renovation options, planning controls and potential sites for new construction. After lengthy discussions, the PAG unanimously recommended renovating the existing pavilion as the preferred option.”

Informed by this community-led recommendation, Council officers engaged consultants to develop a preliminary scope and costing for a compliant renovation. The proposed renovation works include:

  • Demolishing and replacing the toilet with a new accessible toilet/shower, storage area, and secondary exit in an extension.
  • Replacing the roof, gutters, and downpipes, and installing roof insulation.
  • Extending the roof over the BBQ area.
  • Replacing weatherboards and installing wall insulation, with structural repairs as required.
  • Removing and replacing asbestos-containing internal wall linings.
  • Installing new heritage-style windows and servery hatches.
  • Refurbishing the kitchen and existing male/female toilets.

A Federal Government grant of $500,000 is allocated to support the design and construction of a new community pavilion, with funding contingent upon meeting key project milestones, including completion of final design work.

As the project shifts from new construction to renovation, a scope variation has been requested from the funding partner.

A preliminary investigation on the renovation indicates a total project cost of approximately $1.3 million, inclusive of design, project management, and contingency. Council will be developing a funding strategy as part of this project.
