Land Subject to Inundation (Flood) Overlay

The amendment updates the application of the Land Subject to Inundation Overlay across the Hepburn Shire. Council adopted the Planning Scheme Amendment on 22 December 2020. View the Council meeting minutes(PDF, 961KB)The Minister for Planning approved the amendment on 31 March 2022.

Land affected by the Amendment

The amendment affects 296 properties in the Creswick and Clunes townships.

The amendment applies two new Land Subject to Inundation Overlay (LSIO) schedules to 105 properties and deletes the existing LSIO from 17 properties in Clunes.

The amendment applies a new LSIO to 174 properties in Creswick.

The amendment also replaces the existing LSIO currently applying to rural localities and smaller settlements with a new schedule LSIO3. No new properties are affected by this change.

Why was the Amendment required?

The amendment was required to reflect the Creswick Flood Mitigation and Urban Drainage Plan, February 2012 and Clunes Flood Mitigation and Urban Drainage Plan, June 2013. These flood studies recommended updates be made to the existing planning controls based on flood modelling, flooding information and best practice planning.

The update to the land subject to inundation overlay (LSIO) ensures new planning and development applications consider flooding during the planning permit approval process.
